Project Summary:
In 2010, Enbridge Gas Distribution Inc. (Enbridge) (www.enbridgegas.com) retained ORTECH Environmental, in conjunction with Howe Gastmeier Chapnik Limited, to prepare an application for an Air Environmental Compliance Approval (ECA) with Limited Operational Flexibility (previously called a Basic Comprehensive Certificate of Approval (Air & Noise)) for all stationary sources of air emissions from Enbridge facilities in Ontario, encompassing all previously unapproved sources of air emissions and consolidating all existing approvals. The application included Emission Summary and Dispersion Modelling (ESDM) Reports and Acoustic Assessment (AA) Reports for each site. Proposal and Decision notices were posted on the Environmental Registry for the application, under EBR registry number 011-5500. The notices can be viewed here and here. An ECA with Limited Operational Flexibility requires that the company demonstrate compliance on an on-going basis with: Ontario Regulation 419/05, Air Pollution – Local Air Quality under the Environmental Protection Act; applicable Ministry Guidelines for Air and Noise; and other performance requirements as specified in the conditions in the ECA. It permits modifications such as process changes, de-bottlenecking or addition of new equipment subject to limits on operational flexibility that include a production limit for the facility specified on the ECA. The limited operational flexibility conditions will expire on March 11, 2024. Enbridge will be required to make an application for an amendment at the time of expiry to renew the ECA and the conditions.
As part of an effort to improve public participation and transparency, Enbridge has made the current ESDM Report and AA Report Executive Summaries, which contain the Emission Summary Tables and Acoustic Assessment Summary Tables, and some additional related information, available on this website.
Certain reports were prepared prior to the implementation of O. Reg. 419/05, and do not include an executive summary. Where this is the case, a summary indicating the report date, author, and confirmation of compliance is supplied instead. In addition, some facilities may not have with one or both of the ESDM or AA reports. This may be due to their establishment and approval prior the requirement to prepare a report, or because the facility was eligible to assess its impact using an alternative process (such as a screening protocol) in lieu of the preparation of a traditional ESDM or AA report.
The ESDM Reports follow the requirements of the Ontario Regulation 419/05 Air Pollution – Local Air Quality and MOE guidance documents including the “Procedure for Preparing an Emission Summary and Dispersion Modelling Report Version 3.0” dated March 2009 (the Procedure), and its previous versions as were applicable at the time of the preparation of the reports.
Noise assessments that follow the requirements of the MOE Noise Pollution Control Guidelines were conducted using screening processes and Acoustic Assessment (AA) Reports were prepared for all noise sources that were not screened out.
The contents of this site include the Executive Summaries of the Compressor Station, Distribution Station and Buildings ESDM Reports and AA Reports or their equivalent.
